Landlords.
There are numerous landlords operating in this area, including those who own one or two houses, smaller business, and large housing associations.
Some landlords in this area are a little confused about the bin system and their responsibilities to the local neighbourhood. We would like to clarify the system. See BINS. Dumping rubbish in the alleyways has never been the system and is illegal fly-tipping. Alleyways are not rubbish tips. Tenants must be informed of the bin systems and arrangements made for proper storage and collection rubbish during changeover periods. Landlords must ensure that tenants have the correct bins which they can access.
Landlords are commercial businesses making money in our area. They should bear the cost of cleaning up after their tenants. It should not be left to the local residents, nor the council. Illegal fly-tipping will not be tolerated.

We need all landlords to be like Alan. Several are, but many are not.
Bottom: This alleyway has been dumped in by student tenants moving out. Someone has dumped an old fridge freezer in the alleyway, and there are bins left out when it is not collection day. The landlord should have informed tenants of the bin system and made arrangements for the storage of their moving out rubbish until collection day. It cannot go in the alleyway unless in a bin put out on collection day at the collection point.
